The goal of this Personal Data Protection Project is to achieve a higher level of awareness about the protection of personal data and the privacy of students, as one of the most important basic human rights.
Teachers do face cases of violation of the right to protect students’ data on social networks. In addition, in 2012 alone, 371 complaints were submitted to the Directorate for Personal Data Protection, most of them about threats to privacy on social networks. This shows that teachers need tools to help students protect their right to privacy.
It seems that raising awareness is the strongest and most effective prevention against abuse of privacy and personal data, through informing citizens and targeting social groups that are also the most vulnerable, such as students in primary schools. Students massively use the new information technologies for socializing, and thus they are a vulnerable target for companies and criminals.
The education system in the country needs a structural and national project that will provide guidance to children on how to safely use social networks, the Internet and information technologies, to be more aware of risks and dangers and to make better choices and reduce the possibilities of invasion of their privacy and illegal misuse of personal data, especially in a situation in which we often have crimes of endangering the privacy of children, their abuse, pedophilia.
The task consists of providing technical assistance to DZLP in the process of creating a sustainable system for continuous basic, secondary and advanced education of students and teachers/professors on the principles of personal data protection in education, as well as involving the educational authorities in the process of raising public awareness of personal data protection.
The project team of experts will assist the DZLP in the process of drafting educational materials on data protection that will be used by students and teachers/professors in primary and secondary education, and will also support the development of an efficient mechanism for raising awareness in the educational system regarding the protection of personal data.
Two components were defined:
Component 1 Preparation of materials and documents for the right to personal data protection, for educational purposes in primary and secondary education : Assessment, analysis and definition of the Action Plan in the educational system for the protection of personal data. Guidelines for the development of training materials. Training of the personnel from the Directorate who will conduct the training. Assistance in drafting the proposal to the Ministry for the inclusion of personal data protection in the educational system.
Component 2 Awareness raising and training of teachers and professors for the protection of personal data in the educational system in the country : Assessment of the awareness of teachers and professors. Support in the selection of 10 pilot schools, definition of the student training program, organization and support of pilot trainings. Recommendations for future actions. Organization of a national conference in order to promote an educational approach to the protection of personal data.
